On 10/7/24 at 1:30 PM, LPA Griselda Castellon, LPM Monica Cuddy, and LPM Ana Noble met with the applicants Drucilla Craven, Angela Morway and Brittany Morway via a virtual zoom meeting. The purpose of the meeting was to discuss the applicant’s prior history of non-compliance and near-drowning incident that led to the revocation of their previous license, as well as operation of unlicensed care and outstanding civil penalties.

LPM Cuddy asked the applicants for their account of the incident that led to the license revocation in 2021 and the citation of unlicensed care being provided in 2023. Applicants recounted events of July 2021 of near drowning. LPM Cuddy emphasized to applicants the seriousness of the 2021 incident that led to the license revocation. LPM Cuddy asked applicants what measures they’ve taken since these incidents to ensure a similar incident will never happen again, and how they could provide the Department with confidence that given another license, they would follow the regulations and provide a safe environment for children. Applicant sated that they provided water safety training and First Aid and CPR for 11 staff. Applicants explained that the unlicensed citation was due to a misunderstanding of the appropriate ages for TK children. They stated there was no intent to violate a regulation. Applicants were also advised that they have an unpaid civil penalty fine of $2300.00. Applicants understand that the fine must be paid if they wish to proceed with the application. Applicant requested copy of the invoice to be emailed.

LPM Cuddy explained to applicants that the information from today’s meeting would be forwarded to the Department’s legal consultant for guidance on how to proceed with the pending application.

Due to the virtual nature of the meeting a copy of this report will be emailed to the applicants for their signature.
