25 | On February 18, 2026, at 11:30 AM, Licensing Program Analyst (LPA) Angie Vargas and LPM Pauline Beschorner conducted an unannounced case management visit to evaluate a request for a capacity increase from a small to a large family child care home. LPA met with Licensee Herlene Ojeda Ortiz, who provided a tour of the home. At the time of the visit, 6 children were present and 7 children are enrolled.
The Licensee stated that the facility will operate Monday through Sunday from 6:00 AM to 7:30 PM and will provide care for children ages 6 months to 12 years. Off-limit areas include all bedrooms, kitchen and the garage.
A fire clearance approving the home for large family child care use was granted on January 28, 2026, by the Menifee Office of the Fire Marshall .
During the visit, a census was taken and no immediate health or safety concerns were observed. The carbon monoxide and smoke detectors were tested and found to be operational. All hazardous items and toxins were stored in areas inaccessible to children. The Licensee stated there are no firearms or weapons in the home.
LPA reviewed capacity and ratio requirements with the Licensee. The Licensee was reminded that if an assistant is absent, the home must revert to a small family child care ratios. The Licensee also confirmed understanding that all adults 18 years and older who reside, assist, or volunteer in the home must obtain fingerprint clearance prior to being present in the child care setting. Additionally, the Licensee acknowledged the requirement to be present in the home for at least 80% of the hours that children are in care.
The application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12 children, or 14 children with parent notification.An exit interview was conducted, and Licensee Herlene Ojeda Ortiz received a copy of this report, the Appeal Rights, and a Notice of Site Visit, which must be posted in a prominent location for 30 consecutive days.
