On 12/11/2024 at 11:15 AM, Licensing Program Analyst's (LPA's), Griselda Castellon and Diana Brasel conducted an announced Pre-Licensing inspection for a Change of Ownership License. Upon arrival, LPAs met with Applicant Veronica Martinez. Applicant is requesting to be licensed for 69 preschoolers (2-5 years old) in preschool room's 1 and 2. Hours of operation will be Monday through Friday 7:00 AM to 6:00 PM.

All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed Veronica Martinez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Veronica Martinez stated that they will be in a higher cabinet located in the office and if the medications need to be refrigerated they will be stored in the refrigerated in the kitchen. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the lobby/office area. Children will be signed in and out in their assigned preschool room.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2736.17, which is sufficient to accommodate the requested capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children.

Drinking water is available in the classrooms via delivered bottled water and children's water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. The fire clearance was granted on 11/18/2024.

LPA observed a total of 7 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 69 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the teacher's restroom.



Facility will provide AM and PM snacks. The kitchen area currently includes 1 refrigerator, 1 microwave, 1 sink. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via children's gate.

The facility currently has a fully fenced playground area. Fencing fence- chain link is at least four feet high. The total square footage for all the outdoor activity space is 3442.75, which is not sufficient to accommodate the requested capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via large canopy over large play structure and a smaller canopy over smaller play structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2 through 5 which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via personal water bottles and water fountain with disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. The applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

MyChildCarePlan.org--Child Care Centers and Family Child Care Home:


Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Criminal Record Clearance - Child Care Centers:
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The following corrections are needed prior to the issuance of the license:
Preschool Room 1
1. Proof of latch on the kitchen refrigerator door.
2. Proof of latch on water heater door located next to the staff restroom.
3. Proof of the sink next to the staff restroom be repaired.
4. Proof of tight fitting lid trash can to dispose of food waste.
5. Proof of all baseboards surrounding the classroom and bathrooms be repaired or
replaced.
7. Proof of latch on fish tank.
8. Proof of window repair or replacement.
Preschool Room 2
1. Proof of strap placed on refrigerator door.
2. Proof of step stool for the children's sink.
3. Proof of bathroom wall repairs and paint due to bubbling.
4. Proof of bathroom mirrors repairs, or replaced due to chipping.
5. Proof of bathroom base boards repairs or replace due to water damage.
6. Proof of repairs to wall behind all three toilets in preschool room 2.
7. Proof of repairs to the wooden post in preschool room 2.
Playground
1. Proof of repairs on the bottom the chain link fence.
2. Proof of all holes between the fence and the curb.
3. Proof of caps on top of the gate near the preschool classroom 2.
4. Submit a waiver to share the preschool playground using a time schedule.

LPA's reviewed and obtained missing docs during visit.

Exit interview conducted and report was reviewed with the applicant Veronica Martinez.The applicant understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
