25 | On July 23, 2026, at 11:25am, Licensing Program Analysts (LPAs) Gabriela Hernandez, Angelica Vargas and Licensing Program Manager (LPM) Pauline Beschorner conducted an unannounced case management visit to evaluate a capacity increase request from a small to a large family child care home. LPAs and LPM met with Licensee Edgar Ruiz Nunez who provided a tour of the home. At the time of the visit, 4 children were present with Licensee and Assistant. Licensee confirmed they have 11 children enrolled. Licensee stated the days and hours of operation will be Monday thru Friday from 5:00 AM to 5:00 PM, and that care will be provided for children aged 0 month to 13 years of age. Off-limit areas include: Bedroom #1, Bedroom #2, Bedroom #3, Bedroom #4, Bedroom #5, Bathroom #1, Bathroom #2, Laundry Room, Living Room located upstairs, and Backyard. A fire clearance was granted on 07/06/2026 by Riverside County Fire Department, approving the facility as a large family child care home.
During visit, a census was taken and no immediate concerns were present. The carbon monoxide and smoke detectors were tested and found to be in working order. All hazardous items and toxins are stored inaccessible to children in care. LPA reviewed capacity requirements with Licensee. In the event that an assistant is absent, licensee was reminded that ratios must return to a small family child care capacity. Licensee also confirmed their understanding that all adults aged 18 and older who assist, live, or volunteer in the home must undergo a fingerprint clearance before being present in the childcare setting. Additionally, the licensee acknowledged the requirement to be present for at least 80% of the time when children are in care.
The application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12 children, or 14 with parent notification.
An exit interview was conducted, and Licensee Edgar Ruiz Nunez received a copy of this report, Appeal Rights, and a Notice of Site Visit, which must be posted in a prominent location for 30 consecutive days.
