Staff removes day care children's clothing during outdoor play without responsible party's consent.

On 3/10/2026, Licensing Program Analysts (LPAs) Amanda Sutter and Mandie Goodwin met with Licensee Representative (LR) Jamison Charlton to deliver findings regarding the above allegation. Upon arrival, LPAs observed 20 children supervised by 6 staff.

LPAs conducted interviews and made observations at the facility. LPAs learned that during water play, children are allowed to play in the water wearing their clothes, swimsuit, or underwear. LPAs learned that staff do not remove children’s clothing and that children do so themselves. Facility staff stated that there are posters around the facility stating that when the temperature is above 70 degrees, clothing is “optional”.

LPAs were shown messages sent to parents in the Bright Wheel communication application regarding weather-appropriate clothing. LR stated that these messages are sent around seasonal changes. LPAs observed a message sent on 3/3/2026 which stated that children had the option to wear underwear during water play. LPAs were unable to verify whether this policy had been explicitly communicated to all parents and whether there were parents who did not get the opportunity to provide consent. LPAs discussed authorized representative communication with Licensee.

The allegations are determined to be UNSUBSTANTIATED, meaning that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove it. An exit interview was conducted. Appeal rights were provided. A notice of site visit was provided and shall remain posted for 30 days.
