Licensing Program Analyst (LPA) Christopher Bello met with Coordinator Doris Reese to close a complaint investigation, regarding the above allegations. LPA met with the Coordinator at Serna Center located at 5735 47th Ave, Sacramento, CA 95824 due to the facility being closed for the summer. LPA made observations, gathered documents pertaining to the investigation and conducted interviews. It was alleged that a child sustained an a bruise from staff neglect or physical abuse. It was also alleged that staff did not report the incident to authorized representatives. Observations and interviews from parents, staff and children did not corroborate the allegation.
Coordinator stated that they have made sure to assign a therapist for children with challenging behaviors, they also have implemented a self-regulation calming corner for the children to calm down. The facility has also started to separate the children with challenging behaviors to calm them down before rejoining class in order to prevent injuries.
Based on LPA’s investigation although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.
No Title 22 Deficiencies observed in the areas that were evaluated. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Coordinator Doris Reese.
