25 | On 01/09/2023 Licensing Program Analyst (LPA) Arianna Manabat met with Facility Representative Nicole Schlie for the purposes of an unnanounced case management inspection regarding lead testing. During today's visit there were 15 children present in rooms 1 and 40. Everyone subject to a criminal background clearance has obtained one. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
On 12/07/2022, the facility tested water samples for lead. Results of the testing have indicated an Action Level Exceedance (ALE) of 9.1 UG/L for a water fixture in room 40 (labeled sample #D in the testing). On 12/13/2022 the facility was notified that water levels were in exceedance of 5 parts per billion in the locations that were tested. The drinking fountain that was tested and identified is not utilized for any daily activities or drinking. LPA Manabat has observed a water cooler that is utilized by the facility instead of the tested fountain.
During interviews with Facility Representatives, LPA Manabat learned that the fixtures for the facility, and all other Twin Rivers facilities, have water coolers within each classroom. Facility Representative stated that no Twin Rivers site uses drinking fixtures and, instead, opt for bottled water or water cooler water.
Staff have covered the faucet with a black plastic bag and have taped it off to identify that it was not in use. LPA informed present staff that Grant funding for testing and remediation is available referenced from Provider Information Notice (PIN) 21-04-CCP.A copy of this report was provided to the Facility Representative and appeal rights were assessed. Exit interview was conducted and report was reviewed with the Facility Representative. A notice of site visit was given and must remain posted for 30 days.
