25 | On Wednesday, 8 January, 2025 at approximately 9:45 AM, Licensing Program Analyst (LPA) Fabian Schwartz met with Acting Site Supervisor Devra Newhouse for the purpose of an unannounced Case Management inspection. LPA observed care and supervision of 13 Preschool children by 4 staff. All persons requiring criminal background checks have been cleared through Guardian system. The license has a maximum capacity of 25. The facility hours of operation are Monday through Friday from 8:00 AM to 5:00 PM. During inspection, Beanstalk Center’s Manager, Tarra Kleiser, joined facility to assist with LPA’s inspection.
Recently, Beanstalk has reported a few instances of Personal Rights violations occurring at the Jefferson site. LPA interviewed Center’s Manager Tarra Kleiser to have explanation about incidents at center as well as why a site supervisor change was not reported to Licensing. 2 incidents of Personal rights violations occurred the past 2 months at the center which were not reported to licensing at the time of their occurrence.
In the first incident, occurring on 7 November 2024, a child was lifted by arm from one cot to another. In the second incident, occurring on 18 December 2024, a child was lifted from one part of classroom and placed in a chair in another part of classroom and prevented from leaving chair by staff.
Both incidents are a violation of children’s personal rights. The first incident resulted in a change of Site supervisors which was not reported to licensing staff.
