On 3/3/2023, at approximately 2:55 PM, Licensing Program Analyst (LPA) Alize Tillery, made an unannounced visit to further investigate and conclude the complaint investigation, regarding the allegation listed above. During today's visit, LPA was assisted by Director Nancy Ennis. Upon arrival, LPA observed 49 preschool children waking up from nap, supervised 4 staff members.
During the course of the investigation LPA conducted staff interviews and made observations during each visit. Staff interviews revealed that staff are counting several times a day to ensure that they are in ratio. Staff interviews also revealed that they are aware of the Teacher to Child ratio being 1 teacher to every 12 preschool children. During LPA visits on 2/16/23, 3/2/23 and 3/3/23 - the program was observed to be in teacher to ratio. LPA also reviewed staff files to verify teacher qualifications.
Based on observations and information received during interviews, the allegation: "The facility is operating out of Teacher-Child ratio" , is unsubstantiated, meaning although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred.

LPA reviewed and provided the report to Director. Appeal rights were given, along with a Notice of Site Visit – which must remain posted for 30 days
