On May 15, 2025, at 12:45 PM., Licensing Program Analyst (LPA) Pa Dao Vang met with facility representative, Nancy J. Ennis, for to conduct an unannounced inspection to deliver a complaint finding. There were 56 children engaging in activities and supervised by 8 staff in the facility.
During the inspections on 3/05/2025, 4/3/2025, and 4/18/2025, LPAs made observations, gather documentation, and conducted interviews. Throughout these days, LPA witnessed staff supervising children as they are engaging in activities, transition, serve meals, transition children from different environments.

LPA witnessed staff handle and speaking to children appropriate with a normal tone of voice. Staff also appropriately redirect children to different activities, when they are not having changeling behaviors. According to staff interviews, when they would use a normal tone of voice and gently guide them to redirect a child’s behavior. According to parent interviews, they do not have any concerns about staff handling, using inappropriate forms of discipline, and speak inappropriately to children in care at the facility.

Therefore, although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore they are unsubstantiated. There is no deficiency issued today. An exit interview was conducted and notice of site visit and appeal rights were provided to Licensee/Director Nancy Ennis.
