Licensing Program Analyst (LPA) Vincent Moleski, Licensing Program Manager (LPM) Stephen Richardson, and Regional Manager (RM) Doub met with Angelita Dayoan on Thursday July 6, 2023. The purpose of the meeting was to discuss the change of ownership at Padua Assisted Living.

RM Doub and LPM Richardson explained to Dayoan that licenses are not transferable, and that transferring the facility's property qualifies for a forfeiture of the license. RM Doub and LPM Richardson explained to Dayoan that an application should have been submitted within five days of a sale of the business. As of June 30, the Central Application Bureau had not received any applications for 7019 McGill Court.

RM Doub requested from Dayoan a lease-back of the property from the current lessee, Albert Allan Lopez, to Angelita Dayoan. RM Doub also requested a management agreement stating that Padua Assisted Living, Inc. is still the facility's licensee, but that Dayoan is allowing the current Lopez to manage the facility for her. RM Doub said that this agreement should define the respective responsibilities of both Dayoan and Lopez in detail. RM Doub requested these documents by Monday, July 10, 2023, and said that if they are not received, then 7019 McGill Court will be considered unlicensed, and a notice of operation in violation of law will be issued, which may result in civil penalties.
