25 | Licensing Program Analysts (LPAs) Vincent Moleski and Holly Williams arrived unannounced to conduct a case management visit to ensure compliance with all applicable laws and regulations. LPAs Moleski and Williams met with facility administrator Jerome Tecson and explained the purpose of the visit.
During the visit, LPAs Moleski and Williams interviewed Tecson, staff (S1-S2), and residents (R2, R3, R4).
LPAs Moleski and Williams reviewed facility records and five residents' files (R1-R5). Of these, three need overnight supervision, according to their pre-admission appraisals (R1, R4, R5). Of these, three were able to independently attend to multiple personal care needs, such as feeding, using the toilet, bathing, dressing, and grooming (R2, R4, R5). LPAs Moleski and Williams conducted a tour of the facility and observed federal and state wage notices posted. LPAs Moleski and Williams observed staff rest areas, which appeared to be comfortable. There are no live-in staff, according to Tecson. LPAs Moleski and Williams reviewed staff schedules for May and July 2024. There are two staff scheduled from 7 a.m. to 7 p.m. every day, with two hour breaks provided for 10 paid hours per day in total. There is one awake night staff person scheduled every night.
In interviews, S1 and S2 said there were paid on time, that they were able to take breaks, and that they had adequate staff coverage while taking their breaks. In interviews, R2, R3, and R4 said that staffing levels were adequate to care for their needs.
Based on interviews, observation, and record review, it appears the facility is in compliance with applicable 22 CCR regulations. No deficiencies were cited during this visit. An exit interview was held and a copy of this report was left with Tecson. |
