Licensing Program Analyst (LPA) Kelly Ferrara conducted a follow up complaint inspection and met with Director Chris Padilla. LPA observed a current census of 38 preschool children in care with six staff. During the investigation, LPA Ferrara interviewed the Director, reviewed documentation, and made observations.
At the initial inspection, LPA observed three classrooms of children. Nine children were observed wearing a mask out of 31 children. Director stated that the staff encourage children to wear a mask, however they cannot force a child to wear a mask which would be against their personal rights. In the Pre-K classroom, LPA observed staff encouraging children twice in a 20 minute period to put a mask on. During today’s inspection, LPA observed the same three classrooms. All children were currently eating then napping and therefore did not need a mask on. LPA observed the children's cubbies and saw that about half the children had a mask available for use. Director stated they were running out of children's masks and could not find any available to purchase.
Based on the evidence obtained, the allegation is substantiated, meaning that the preponderance of evidence standard has been met. Exit interview was conducted and a copy of this report and Notice of Site was provided.
