Licensing Program Analyst (LPA), Jan Hoshida, conducted an unannounced complaint inspection to deliver the findings to the above complaint allegation and met with Director, Stephanie Silva. Upon arrival, LPA observed 49 children supervised by five staff members. LPA toured the facility and observed the care and supervision of children.

It was alleged that the facility is unclean, the diaper changing practices are unsanitary and pose a health risk to the day care children, and day care child was left in wet clothes for an extended period of time.

During the investigation, LPA conducted a health and safety inspection of the facility, conducted interviews with parents and staff and observed care and supervision of children by staff.
The complainant alleged that the trash cans are full and children are able to have access to the trash contents.

All parents interviewed stated that they do not have an issue with the cleanliness of the classroom, but one parent stated that it can get messy but since the children are little that is understandable. Staff stated that the trash is taken out of the classroom by teachers during lunch, at the end of the day or if the trash is full. LPA observed on four separate occasions that the trash can was covered and its contents were inaccessible to the children.

The complainant alleged that a child received scabies from the center due to unsanitary diaper changing procedures. Staff stated that no other children within the center had scabies, but stated that there was an outbreak of hand, foot and mouth disease during the same time. Staff stated that they informed all of the parents about hand, foot and mouth, sanitized the center on the same day that they found out about children being sick and informed Community Care Licensing of the outbreak. Parents interviewed stated that they do not have any issues with the diaper changing procedures. LPA observed staff during diaper changing wearing gloves, sanitizing the table and washing their hands after each diaper change.

The complaint alleged that a child was left in wet clothes for an extended period of time. Parents interviewed stated that their children have been in dry clothes upon pick up. Staff stated that if a child's clothes are really wet that they will change them right away. Staff stated that not all parents will bring in an extra set of clothes for their child, but the center has extra clothes on site to use. LPA observed two full boxes of extra clothes in the classroom that was provided by the center and additional clothes available in the office as well.

Due to conflicting information obtained through interviews, LPA was unable to determine if a violation occurred.

Based on the investigation conducted, although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred. As a result, the allegations are UNSUBSTANTIATED.

Report reviewed with Director and copies were provided. Notice of Site Visit was issued and Director understands that it must remain posted for 30 days. Appeal Rights were also provided and discussed.
