During interviews, it was stated by staff members that they cannot fully provide adequate supervision to children in care as they are responsible for changing multiple diapers alone in a classroom without an additional teacher. Staff stated that, during this time, they are focused on abiding by diaper changing procedures, ensuring the personal rights and safety of the children on the changing table. Staff stated that, during diaper changing time, they cannot visually supervise other children who are engaging in daily activities. Staff have also stated that, during the times when they are alone outside and within ratio, that they are unable to provide one on one support to the children who are biting, as they have to ensure that all children are staying safe when they are utilizing outdoor play equipment.
During today's visit, LPA Manabat observed multiple children, in a preschool classroom, who were occupying the restroom stalls during nap time without visual supervision from a teacher. LPA observed that, where the teacher was positioned, the teacher was not able to visually supervise the children. During interviews, it was stated that, reversely, when teachers are changing a child in one of these stalls, that they are unable to see the rest of the children in the classroom. Based on observations and interviews with staff members, parents, and the allegation for lack of supervision was found to be SUBSTANTIATED which poses an immediate threat to children in care. The Director was informed that this report dated 03/29/2023 documents one Type A citation which shall be posted for 30 consecutive days. The Director shall also provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Director has been provided with appeal rights.
Exit interview conducted with Director, report was reviewed, and appeal rights were provided. Director received a Notice of Site which must remain posted for 30 days. |
