On Tuesday, April 19th, 2022, at 2:15pm, Licensing Program Analyst (LPA) Blake Morillas made an unannounced visit to the facility in order to continue and conclude the complaint investigation into the above allegations. LPA met with the Director, Paula Ritter, and informed them on the reason for the visit. At 2:20pm, the LPA observed 37 napping preschool age children and four staff in separate rooms.

It was alleged that staff use inappropriate discipline with children in care by the way of the children being spanked. Interviews were conducted of the staff, some of which admitted to patting the backs of children during nap time, but all denied ever spanking a child. Children were also interviewed. Based upon interviews conducted and observations while at the facility, there is not a preponderance of evidence to prove or disprove the allegation did or did not occur, therefore the above allegation is found to be UNSUBSTANTIATED.

It was also alleged that children are not being accorded a safe environment resulting in children being bullied, both physically and verbally, by other children in care. Interviews of staff and children were conducted with conflicting information being received. When speaking with the Director is was made known that the facility takes bullying seriously and works with all parties to address it. Based upon interviews conducted and observations while at the facility, there is not a preponderance of evidence to prove or disprove the allegation did or did not occur, therefore the above allegation is found to be UNSUBSTANTIATED.

Lastly, it was alleged that Children are left without any adult supervision. Several visits were made to the facility during the latter end of the business day to make observations during their closing operations. Interviews were conducted of both staff and children, all of which stated that supervision was being provided. Nevertheless, based upon interviews conducted and observations while at the facility, there is not a preponderance of evidence to prove or disprove the allegation did or did not occur, therefore the above allegation is found to be UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
