Licensing Program Analysts (LPAs) Gagandeep Singh and Erwin Tjhia met with facility representative, Jessica Turner and Paula Ritter, to deliver the findings for the above allegations. Purpose of the inspection was explained.

During the investigation, LPA Gagandeep Singh inspected the facility multiple times, interviewed staff, random children and parents. During the observations, it was found that the staff was unable to provide complete supervision to the children. Based on the record reviewed, it was found that the staff in the classroom does not meet the requirement to qualify as teacher. Based interviews conducted, it was found that there has been times, when the children were left in soiled diapers. Based on observations and interviews which were conducted and record review(s), the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. See next page for deficiency cited today. Copy of this report was reviewed and provided to the director. Notice of site visit is posted and shall remain posted for next 30 days.

During the investigation, facility records were reviewed, and staff, random children and random parents were interviewed. During investigation, it was found that the staff members clean their own classrooms. Through interviews, it was found that facility is using office for isolation of any sick child until the pick up. Through interviews, LPA did not get evidence of retaliation against any child. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.
