On January 30th 2024 Licensing Program Analyst (LPA) Mandie Goodwin met with director Tia Romero to close a complaint investigation regarding the above allegation. Upon arrival there were 19 infant and toddler children supervised by 5 staff between 2 classrooms.

It was alleged that facility is operating out of ratio. LPA conducted interviews and learned that on one day the infant and toddler classes were combined and for approximately ten minutes one teacher was left supervising 13 children, before the next staff member arrived and was able to step in. Director stated that on that day there were several call outs and it took some time to get a staff member in to place. Interviews stated that mornings are the hardest time and classes may be over the ratio of 4 children to 1 staff member for about 5-10 minutes while they wait for the next staff member to come in.

Based on interviews the preponderance of evidence standard has been met; therefore, the above allegation is substantiated. Report continues on 9099-C

On January 30th 2024 Licensing Program Analyst (LPA) Mandie Goodwin met with director Tia Romero to close a complaint investigation regarding the above allegations. Upon arrival there were 19 infant and toddler children supervised by 5 staff between 2 classrooms.

It was alleged that facility is not kept clean. During the course of the investigation LPA conducted interviews, obtained documentation, and made observations. Through interviews and documentation review LPA learned that staff follow a cleaning schedule and initial on a cleaning sheet when each job is complete. LPA observed the classrooms to be clean on current and previous visits to facility. Additional interviews conducted did not reveal concerns with the facility cleanliness. It was additionally alleged that facility allows children with clear signs of illness to be cared for at the facility. LPA conducted interviews, obtained documentation, and made observations. LPA observed that at the front of the facility there is a wellness screening station. Interviews stated that children get sent home if they develop fevers, or have other clear signs of illness such as vomitting or multiple diarrheas. Continued on 9099-C

While interviews with clients did state that children have gotten sick while at the center, there was not a preponderance of evidence that children were permitted to stay at the facility or that staff allowed a child to come in to attendance that was clearly sick. Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are unsubstantiated. An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days.

LPA Mandie Goodwin informed Director that this report dated 1/30/24 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.

Also, LPA Mandie Goodwin informed the Director to provide a copy of this licensing report dated 1/30/24 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days. Appeal Rights were provided.
