On June 8, 2023 at 9:00 AM, Licensing Program Analysts (LPAs) Tanya Washington and Eddie Barragan met with Facility Representative Stacy Phillips for an unannounced complaint investigation to deliver findings regarding the above allegations. Upon arrival, LPAs toured the facility and observed 11 staff members supervising 52 children in various classrooms.

It was alleged that a staff member yelled at a child for using profanity and threaten same child of going to jail if they continued to use bad language and bad behavior. During the course of the investigation, Licensing staff conducted interviews with staff, parents of currently enrolled children and children at the facility. Staff indicated that they use positive reinforcement and redirection. During the particular interaction with child who used bad language staff indicated that they encouraged the child not to use bad language at school and reminded them of positive behavior. Children interviews did not reveal any staff yelling at them while in care.

Licensing staff encouraged Facility Representative to review Title 22 Regulation Section 101223- Children's Personal Rights with all staff.

The evidence obtained during the investigation did not corroborate the allegations. The allegations are found to be unsubstantiated. Although the alleged violations may have happened or are valid, there was not a preponderance of evidence to fully prove or disprove that the allegations did or did not occur, therefore, the allegations are unsubstantiated.

An exit interview was conducted, and a notice of site visit provided. Notice of site visit shall remain posted for 30 days for parental review.

No citations were issued during today's inspection. Appeal rights were provided and explained to Facility Representative.
