On Thursday, August 31, 2023, Licensing Program Analyst (LPA) Amanda Sutter met Site Coordinator Christina Roseli for the purpose of an unannounced required annual inspection. Sacramento City Unified School District has requested to place the center back on active status. The facility hours of operation are Monday through Thursday from 8:00 AM to 2:30 PM, and Friday from 8:00 AM to 11:30 PM.

LPA did not observe any children at the facility. The facility will operate in Room 1 only and is currently licensed for 50 children. LPA measured room 1 and the playground area. The total classroom space contains a total of 870.1875 square feet, which accommodates a maximum of 24 preschool children. The outdoor playground space measures 4659.241 square feet, which accommodates a maximum of 62 preschool children. There are 2 operational toilets and 3 sinks for the children. There are currently 18 chairs and 3 tables in the classroom. Site Coordinator stated that the facility will be getting 8 more chairs and 1 more table. LPA did not observe nap mats at the facility. Site Coordinator stated that these will be moved from another facility tomorrow. LPA advised that a new application page (LIC200A), facility sketch (LIC999), and $25 fee should be submitted to Child Care licensing in order to remove Room 2 from the license, as well as to change the facility's capacity.

A health and safety inspection was conducted in all areas accessible to children. LPA toured classroom space, restrooms, and outdoor play area. There is a fridge for children’s snack in the midway storage room next to the classroom space. There are no documents posted. LPA discussed storage of cleaning disinfectant with Site Coordinator. Director stated there are no poisons or firearms on the premises. LPA did not observe a first aid kit at the facility and was told that this will be arriving tomorrow. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. The provides breakfast, lunch, and PM snack.

LPA observed trash bins with tight fitted lids. The facility will use an electronic sign-in for the head start program and paper sign-in for other children. Facility does not have record of conducting a fire drill but plans to conduct them monthly. LPA observed multiple spider webs and some sharp parts on playground equipment. Site Coordinator was advised to address these issues. Bark is present under the equipment to provide sufficient cushioning. There are sufficient equipment and toys, and shaded areas are supplied by shade cloth. Drinking water will be provided to children through use of filtered water pitchers and cups.

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Files were not reviewed. A file for Lead Teacher Theresa Perez was submitted to LPA 8/29/2023. LPA is waiting for the receipt of: Lead teacher’s teaching permit; Child Care Center Part II orientation certificate; Measles, Pertussis, and flu immunizations; AB1207 Mandated Reporter Training certificate.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
