13 | Licensing Program Analyst (LPA) Loraine Perez met with Facility Representative, Jamie Throckmorton (Owner), for the purpose of conducting an unannounced subsequent complaint investigation inspection pertaining to the above allegations. Staff hit day-care children in care. Staff restrained a day-care child. Staff made inappropriate comments during diaper changes. Staff are vaping inside of the facility.
The purpose of today's inspection was explained to the Owner.
During today's inspection, LPA conducted interviews and observed care.
Witness statements and LPA observations failed to corroborate the allegations. Discipline used in the infant program is redirection and modling of appropriate language and behavior. Infants are placed in highchairs for meal times or rocking chairs to promote a soothing environment. In both situations it was not observed at the time of inspection that children are restrained to this equipment as a form of discipline. Language used during diaper changes was not observed to be disrespectful toward the child. Although there may be staff that smoke or vape, it was not observed in the building or on the facility grounds |
