On April 8, 2024, at 10:45a.m., Licensing Program Analyst (LPA) Pa Dao Vang and Licensing Program Manager (LPM) Seychelle De Luca met with Director Nikki Whiten to conduct an unannounced inspection to deliver a complaint finding. The census was 48 children supervised by 19 staff. It was alleged that a child in care sustained unexplained injury to the face.

On February 16, 2024, an Unusual Incident Report was received detailing an incident that occurred in one of the toddler classrooms.

During the inspection on 2/28/2024 and 4/8/2024, LPA conducted interviews, made observations, and gathered documentation. Through parent and staff interviews, LPA learned that a staff noticed redness on a child’s face. Staff believed it was from food stains. LPA was informed that the redness disappeared within a few hours. Based on interviews, LPA learned that parents and staff do not have concerns regarding staff and children’s interactions and supervision at the facility.

Therefore, although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore they are unsubstantiated. There is no deficiency issued today. An exit interview was conducted and notice of site visit and appeal rights were provided to Director Nikki Whiten.
