13 | On July 18, 2025, Licensing Program Analysts (LPA) Lea Habtom met with designated staff member, Melba Salas, to open and close a complaint. Upon arrival, LPA observed 12 toddlers and 3 infants being supervised by 5 staff in the infant room, toddler 1 and toddler 2 clasrooms. All staff present during today’s inspection have fingerprint clearances and associations
During the investigation, LPA Lea Habtom conducted interviews, observation and reviewed video footage regarding the allegation that a staff member kicked a child. The video footage submitted is difficult to see what possibly occurred due to the shelf blocking the full image of the staff in question from head to toe. The video footage provides an image from the knee down and obstructs the view of any movement or actions from the staff member and the child. LPA interviewed staff, the reporting party and the child but LPA Habtom was unable to gather enough information to validate or invalidate the allegation that a staff member kicked a child therefore the outcome is UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.
