On March 20th, 2023 Licensing Program Analyst (LPA) Arianna Manabat met with Director Robin Kemmer at approximately 9:15am to close a complaint. Upon arrival, LPA observed 11 students in care with 4 staff.

It was alleged that proper staff-child ratios are not maintained. During the investigation, LPA inspected the facility, interviewed the Director, staff, parents, and the Reporting Party (RP). Upon review of schedules and observations of the teacher to child ratio, LPA Manabat has found that there have been several occasions where aides are left alone with children when fully qualified staff go on break. LPA Manabat has observed during today's visit and a visit dated 02/23/23 that there are two aides and two teachers present in the infant room. Although two of the teachers in the infant room have 12 units, both of these individuals do not have infant or toddler units on their transcripts.

Based on interviews, record review, and observation, the above allegations were found to be SUBSTANTIATED which poses an immediate health and safety risk to children in care. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099-D. See the attached LIC9099-D for Title 22 Deficiencies.

The Director was informed that this report dated 03/20/2023 documents one Type A citation which shall be posted for 30 consecutive days. The Director shall also provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Director has been provided with appeal rights.

Exit interview conducted with Director, report was reviewed, and appeal rights were provided. Director received a Notice of Site which must remain posted for 30 days.
