Licensing Program Analysts (LPAs) Kyrsten Williams and Soleil Marx met with Facility Representative, Director Shelley Murphy, for an unannounced annual inspection of this preschool facility. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license. Upon arrival, LPAs observed two preschool children being supervised by one staff and the director. The facility is operating within the capacity and in compliance with staff child ratio on this day. Facility hours of operation are Monday through Friday from 8:00AM to 12:00PM with an extended day option from 7:00 AM to 5:00 PM.

LPAs toured both classrooms, restrooms, and an outdoor play area. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Director stated there are no poisons on the premises. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. The floors appeared clean throughout the facility. All food was protected against contamination and storage containers with solid waste have tight-fitting covers. The program provides morning and afternoon snacks; parents provide lunches. Parents have the option to purchase lunches for children. There are no pools, spas, or other bodies of water at the facility. The facility has at least one functioning smoke detector, carbon monoxide detector, fire extinguisher, and first aid equipment. There is a working telephone at the site.

Drinking water was readily available to children both indoors and outdoors. LPAs observed functional water fountains that are accessible to children. LPAs observed full legal signatures while reviewing the sign in and sign out sheet. LPAs observed napping mats are in good repair. Playground equipment and surfaces are free of loose or sharp parts. The climbing structure in the outdoor play area has a safety label that indicates the structure is intended for children ages 5-12. This is the only area designated for preschool use; therefore, staff will ensure children are only using the lower portion. There is shade supplied by trees.

LPAs reviewed with Licensee the UC 311A, Records to Be Maintained at The Facility, for child's records, personnel records, administrative records, and documents to be posted. Children’s and staffs' files were reviewed. Each child's file had the required licensing documentation. LPAs reviewed staff transcripts and observed all staff caring for children were qualified. Multiple staff have a current Pediatric CPR and First Aid certification, expiring 02/2025. Staff all have current Mandated Reporter certificates, expiring 08/2025 and proof of immunization. LPAs observed a current children's roster and a fire drill log. LPAs observed all required licensing documentation was posted for parental review. LPAs observed that parents are signing their children in and out of the center.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP.
