1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analyst (LPA) Kyrsten Williams met with director, Shelley Murphy, for an unannounced annual inspection of this preschool facility. Census included 15 children being supervised by 2 staff. Facility is operating within the capacity and in compliance with staff child ratio on this day. Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are Monday through Friday from 8:00AM to 12:00PM with an extended day option from 7:00 AM to 5:00 PM. LPA conducted a health and safety inspection of the facility, including all activity and classroom spaces, restrooms, and outdoor play area. LPA observed the following documents are posted where visible to parents: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Child Passenger Restraint Poster, Menus, Daily Schedule, and Waivers. Both classrooms appeared clean, including the carpets and floor. The facility floor is in good repair and free of any hazards. The facility has age-appropriate furniture. The furniture is steady and in good repair. The play yard is free of hazards. All playground equipment and surfaces were inspected and are in good condition, with enough resilient material under climbing structures to absorb a fall. The climbing structure in the outdoor play area has a safety label that indicates the structure is intended for children ages 5-12. This is the only area designated for preschool use; therefore, staff will ensure children are only using the lower portion. There are shaded areas for the children provided by trees. All toilets, hand washing facilities are in working condition with proper sanitation in place. The facility provides morning and afternoon snack. Parents provide lunches and have the option to purchase lunches for children. Uncontaminated drinking water was readily available to children both indoors and outdoors. All the cleaning solutions and other chemicals that are dangerous to the children are stored inaccessible to the children. There are no poisons on the premises. LPAs observed functioning carbon monoxide detector, fire extinguisher, and first aid equipment. There is a working telephone at the site. LPA reviewed the UC 311A, Records to Be Maintained at The Facility, for child's records, personnel records, and administrative records. Children’s and staffs' files were reviewed. Each child's file had the required licensing documentation including emergency card, consent for emergency medical treatment, admission agreement, notification of children’s and parent’s rights, health history, physician’s report, and immunization records. LPA reviewed staff transcripts and observed staff caring for children were qualified. At least one staff on-site has a current Pediatric CPR and First Aid certification. Staff all have current Mandated Reporter certificates and proof of immunization. LPA observed a current children's roster and a fire drill log. LPA observed that parents are signing their children in and out of the facility using full signatures.

All individuals subject to criminal background review have obtained criminal record clearance. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. The director was informed of the www.MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the director, Shelley Murphy.
No deficiencies are cited today. A notice of site visit was given and must remain posted for 30 days.
