On Thursday 3 September 2026 at approximately 10:45am, Licensing Program Analyst (LPA) Fabian Schwartz met with Director Samantha Fernandez to open and close a complaint investigation. At time of inspection there were 14 infants being supervised by 6 staff in 3 classrooms.

It was alleged that Staff failed to maintain the confidentiality of a child's records. Throughout the course of the investigation, LPA conducted interview, reviewed documents, and made observations. During interview and record review of staff protocol for records, evidence showed that facility does give paperwork to parents in an accessible means to other parents. However, documents given are always blank forms and never contain confidential information. Children's files at facility are always maintained in locked filing cabinet which is only accessible by management at facility. Facility providing blank documents to families does not violate Title 22 regulations for maintaining confidential records at facility.....

Although the alleged violation may have happened or is valid, the preponderance of evidence standard has not been met to fully prove or disprove that it did or did not occur, therefore, the allegation is unsubstantiated. An exit interview was conducted with director and a notice of site visit and appeal rights were provided. Notice of site visit shall remain posted for 30 days.
