Licensing Program Analyst (LPA) Gagandeep Singh met with the facility representative, Elizabeth Donkor and Angelina Linares, to deliver the findings of the above allegations. Purpose of the inspection was explained.

A staff member was alleged of pulling, yelling and taking a child to staff room as punishment. During the investigation, LPA inspected the facility, interviewed the staff (including the accused staff) over the phone, interviewed random children from the classroom and interviewed the victim child (which was attending different facility after the alleged incident). As there was police officer that was also investigating this incident, LPA contacted the police records and obtained the copy of the police report. LPA requested the copy of the video recordings from the facility for the day of incident, but they were not available. During the investigation, no witness of the incident was found. None of the staff acknowledged of observing the staff conducting the alleged actions. Children that were interviewed did not express or informed about any behavior of accused staff member that would be violation of regulations. Police report did not any supportive evidence for the
