At 9:00 a.m. on Friday, June 7th, 2024, Licensing Program Analyst (LPA) Pa Dao Vang met with See Vang (Director) and Leticia Sotelo (Assistant Director) for the purpose of an unannounced, annual inspection. LPA observed a census of 32 children supervised by 8 staff. Facility hours of operation are from 7:00 a.m. - 6:00 p.m., Mondays thru Fridays. Center provides breakfast, lunch and afternoon snack for the children.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs conducted a health and safety inspection of the classroom, restrooms, and food service area. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Earthquake Preparedness, Child Passenger Restraint Poster, Parent’s Notification, LIC613A Person Rights, Daily Activity Schedule, and menus. Director stated that there are no firearms nor poisons on the premises. LPAs observed an expired fire drill log with the last date of 4/24/2024.

LPAs conducted a health and safety inspection of the outdoor space. The play structure is free of loose or sharp parts with proper cushioning under it. Outdoor shade was provided by canopies and buildings. Water is accessible via water bottles. Water bottles are transitioned with the children outside.

LPAs reviewed staff and children's records. LPAs observed current AB 1207 Mandated Reporter training certificates, employee rights, and documentation of the educational background, training, and/or experience. There is at least 1 staff with current CRP/First Aid certification.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Director explained Leading Testing was completed on February 2023 in accordance to the Written Directives outlined in PIN 21-21.1-CCP. However, they are still working on retesting the sinks. Director will follow up on the result and notify LPA.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiency being cited today based on LPA observation, interviews conducted, and record reviews in accordance with the California Code of Regulations, Title 22. An exit interview was conducted with the Director, See Vang. Appeal rights and a notice of site visit were provided. Notice of site visit shall remain posted for a period of 30 days.
