13 | On Wednesday 25 February, 2026 at approximately 12:00 PM, Licensing Program Analyst (LPA) Fabian Schwartz met with ECE Coordinator Jeanne Gardner to close a complaint investigation regarding the above allegation. Upon arrival, there were 56 preschool children supervised by 10 staff in 4 rooms.
It was alleged that Staff hit a daycare child while in care. Throughout the course of the investigation, LPA conducted interviews, reviewed documents, and made observations. Throughout the investigation, LPA's interviews of children, staff, and parents garnered responses which stated no staff had been observed to hit children in care or violate their personal rights at the facility.
Although the alleged violation may have happened or is valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, the allegation is unsubstantiated. An exit interview was conducted and a notice of site visit and appeal rights were provided. Notice of site visit shall remain posted for 30 days. |
