On Wednesday, October 2, 2024, at approximately 12:00 PM Licensing Program Analyst (LPA) Josiah Gathing met with Director Danelle Ingalls, for the purpose of a complaint investigation and to deliver findings. It was alleged that facility staff took inappropriate photos of child. An additional complaint with matching allegations was received after the investigation was initiated. Throughout the course of the investigation, LPA conducted interviews, reviewed documents, and made observations. Staff stated in interview that that the facility provides extra clothes for children to change into after playing in the water. Staff stated that the children are supervised, but that they change their own clothing. Staff stated that they did not take pictures of a child in swimwear. Parents stated in interview that their children change clothes when playing in the water at the facility, and stated that their children have not made any complaints. LPA reviewed electronic copies of social media photographs showing a facility staff member kissing a day care child and being kissed on the cheek by a different day care child at the facility.
Therefore, based on record review, the preponderance of evidence standard has been met, and the allegation is substantiated. An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days.
