On November 8, 2022, Licensing Program Analysts (LPAs) Alize Tillery and Matt Gallo, made an unannounced visit to the facility, to further investigate and conclude the complaint inverstigation, regarding the allegations listed above. Upon arrival, LPAs observed 37 children, supervised by 6 staff.

During the course on the investigation, LPAs made observations of the facility and conducted interviews with staff, children and parents.

It was alleged that the facility is not maintained clean and sanitary. Based on information revealed through staff and parent interviews, the facility is being cleaned after each activity, during nap time and at the beginning and end of each day. Based on LPAs observations of the facility, all areas were observed to be maintained clean and sanitary, therefore LPAs determine the allegation to be Unsubstantiated.

It was also alleged that, Facility staff members are the under the influence while providing care and supervision to day care children. Information revealed during staff interviews, there are no staff at the facility that work under the influence. LPAs did not observe staff to be under the influence. Multiple staff interviews revealed that once in a while there is a smell of marijuana coming from outside the fence of the facility. Staff members stated that if this happens, they immediately bring the children inside. Director also stated that they have brought this concern to the church's attention. During LPAs interviews with parents, parents did not express any concerns of staff members being under the influence. Based on information revealed during interviews, LPAs determine the allegation, to be Unsubstantiated.

It was also alleged that, Facility staff yell at day care children. During the course of the investigation, LPAs did not observe or overhear staff yelling at day care children. Interviews with staff and parents revealed that all staff speak to children in a friendly and appropriate manner. Interviews with children did not reveal anything concerning regarding staff tone of voice.

LPAs were unable to determine a violation occurred. There is not a preponderance of evidence to prove or disprove the allegations did or did not occur, therefore the three allegations are found to be UNSUBSTANTIATED.

LPAs reviewed the report with Directors and an exit interview was conducted.
Notice of site visit was provided and is to be posted for 30 days.
