13 | Licensing Program Analyst (LPA) Christopher Bello met with Owner/Director Julie Jenkins to close a complaint investigation, regarding the above allegations. Upon arrival, LPA observed 31 Children. It was alleged that “Facility does not post menu”, “Facility does not follow the menu”, “Staff yell at day-care children”, “Staff did not clean a child in care”, “facility is dirty” and “Facility bathroom is without soap”. LPA made observations, gathered documents pertaining to the investigation and conducted interviews. Parent, staff and children’s interviews were inconsistent to corroborate the alleged allegations. One out of five parent interviews corroborated the allegations. One out of the five staff interviews corroborated the allegations. LPA’s observations did not corroborate the allegations. Based on LPA’s investigation, the preponderance of evidence standard has not been met, therefore, the above allegations are found to be UNSUBSTANTIATED. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.
