1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analysts (LPAs) Kyrsten Williams and Soleil Marx met with Facility Representative, Director Meghan Mara for an unannounced annual inspection of this preschool facility. Census included 5 children in care with 2 staff. Facility is operating within the capacity and in compliance with staff child ratio on this day. Licensee was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are 7:30 AM to 5:30 PM, Monday to Friday. LPAs conducted a health and safety inspection of the classroom, restrooms, and food service areas. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat laws, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Director stated that there are no firearms nor poisons on the premises. LPAs observed a changing table within arm's reach of a sink. Changing table has raised sides. Bins for solid waste have tight fitting lids. The floors appeared clean throughout the facility. Infant food is provided by parents/guardians. LPAs observed prepared milk bottles labeled with children's names and the current date. Other food in the facility was properly stored to prevent contamination. Drinking water is provided to children via labeled water bottles. LPAs conducted a health and safety inspection of the outdoor space. Playground equipment and surfaces were free of loose or sharp parts. Outdoor shade was provided by trees and awnings. Children’s and staffs' files were reviewed. Each child's file had the required licensing documentation. Individual infant sleeping plan LIC9227 forms were on file for all infants up to 12 months of age, and needs and services plans were on file for all infants. Napping logs were observed. LPAs reviewed staff transcripts and observed all staff caring for children were qualified. Multiple staff have a current Pediatric CPR and First Aid certification expiring March 2024. Staff all have current Mandated Reporter certificates and proof of immunization.

LPAs observed a current children's roster and a current fire drill log. LPAs observed all required licensing documentation was posted for parental review. LPAs observed that parents are signing their children in and out of the center using an online application.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

No deficiencies are cited today. A notice of site visit was given and must remain posted for 30 days.
