On 9/5/23, Licensing Program Analyst (LPA) Corina Beckby met with licensee, Jessica Solis, for the purpose of an unannounced annual inspection. Licensee was present supervising 2 daycare children (Ages: 3 & 2 years old). Facility hours of operation are Monday through Friday 6:00 am to 6:00pm. Licensee has also applied to change from a Small Family Child Care Home to a Large Family Child Care Home. Fire clearance was granted by Cosumnes Community Services Fire Department on 8/14/2023. LPA verified the annual fees are current.

Licensee stated there are no new residents in the home since licensure. All adults subject to criminal background review have obtained criminal record clearance. Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A health and safety inspection was conducted in all areas accessible to children and toured the two-story, 5-bedroom, 3 bathroom home. Off-limits areas include the second floor, laundry room, pantries, closets, garage, left side of the yard and backyard shed. Off limit areas are being made inaccessible by closed doors, gates and supervision. Licensee acknowledged that children may never enter these off-limit areas. LPA observed the required postings and a working phone and fire extinguisher. LPA observed a functioning dual smoke and carbon monoxide detector. LPA toured the kitchen area and verified knives were inaccessible to children in care. Licensee stated there are no weapons. Licensee has 2 dogs which are separated via a door while inside and fence while outside. Dogs are not in contact with daycare children.

LPA observed cleaning supplies and medications properly stored. with baby proof locks, out of reach of children. LPA observed living room area with age-appropriate toys for children. The backyard is fenced, and there were no bodies of water on the property, there is also a shed with a pad lock in the backyard. Licensee is responsible for ensuring all child proof locks are secured and in working order. Licensee understands that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed changes.

2 Children's files were reviewed. Emergency information and required immunization records were on file. LPA observed a current roster and documentation that a fire drill is conducted at least once every six months. Licensee's immunization records are available in the facility file. Current EMSA pediatric CPR and First Aid certification was verified and expires on 3/31/25. Licensee has current Mandated Reporter Training Certificate that expires 5/29/25 and understands Mandated Reporter Training must be completed every two years starting January 1, 2018 and retain proof of completion in the facility file. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA discussed the requirement to check and log infant napping every 15 minutes for infants under 24 months. LPA provided a copy of the LIC 9227, Individual Sleeping Plan, to be completed for infants under 12 months.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.



Licensee does not have children requiring IMS. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so the licensee can request to be added to the distribution list to receive Quarterly Updates. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for childcare updates, current forms, legislation and regulation information.Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.During the exit interview, License, Jessica Solis, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. NO deficiencies were cited during today's visit.

An exit interview was conducted, and report was reviewed with the licensee, Jessica Solis. A copy of this report will remain on file for a period of three years for public review upon request. Licensee's signature on this form acknowledges receipt of this form. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Effective today 09/5/2023, facility is approved for a Large Family Child Care License to serve 12 children (when there is an assistant present) with no more than 4 infants, or capacity of 14 children when 1 child is enrolled in Transitional Kindergarten or above and 1 child at least age 6 with a maximum of 3 infants. Without assistant, the ratios revert to those for small family childcare home.
