Licensing Program Analyst (LPA) Michelle Pascual met with licensee Ivonne Bejar and spouse Jaime Sanchez for an unannounced random annual inspection and toured areas of the home accessible to children in care. Off-limit areas include entire upstairs, living room, kitchen, dining room and side yard. Licensee acknowledged that children may never enter these off-limit areas. Licensee stated that the children enter from the side of the house and are only allowed in the designated day care area. The census included eight children including three infants. Also present was licensee’s assistant, Paola Bejar. All adults have criminal record clearances.

LPAs observed current CPR/First Aid certificates which expire on November 2022. Mandated reporter expires November 2022. LPAs discussed recent changes in licensing requirements such as the new safe sleep regulations. LPAs reviewed some children’s files. LPAs observed that the licensee was using past county forms for the children’s documents, LPAs consulted licensee regarding updating the children’s documents to the new forms required by the State. LPAs printed and provided a copy of all of the new documents required for children. LPAs observed fire drills were conducted at least once every six months and documented.

LPAs observed that there were no hazardous items accessible to children. LPAs observed Fireplace which was screened. LPAs observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. The backyard is fenced and gated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs checked facilities fees and confirmed that it is up to date.
LPAs provided the Community Care Licensing’s website www.ccld.ca.gov, so the licensee can obtain updated licensing information, new regulations and access forms. LPAs advised licensee of their responsibility to stay current in regards to new regulations.

LPAs advised licensee to sign up for the quarterly updates provided by the Childcare Advocates Program. LPAs provided the link https://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the licensee to sign up for the updates.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiencies are cited during today's inspection.
