13 | Licensing Program Analyst (LPA) Jennifer Velasco met with Facility Representative, Susan Shields (Representative), to deliver findings of a complaint investigation. LPA observed two staff caring for eight children. The purpose of today’s inspection was explained. It was alleged that Licensee failed to prevent one child from bullying another. During the investigation, LPA toured the facility, observed care, gathered documents, and conducted interviews. LPA observed staff prevent and/or interrupt conflicts between children using interventions such as redirection, verbal guidance, and positive reinforcement of successful conflict resolution. LPA did not obtain pertinent evidence during the investigation that corroborated the allegations. LPA interviews with children, staff, and authorized representatives yielded consistent statements that Licensee and staff provide supervision and guidance to children to prevent bullying. Although the allegation may have happened or be valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. No deficiencies were cited. LPA conducted exit interview and reviewed this report with Representative Susan Shields. LPA provided appeal rights and a notice of site visit, which will remain posted for 30 days. |
