On Wednesday, May 22, 2024, Licensing Program Analyst (LPA) Amanda Sutter met with Licensee, Christine Larson, for the purpose of an unannounced annual inspection. Upon arrival, LPA observed licensee supervising 8 children. Licensee’s own minor child over 10 years old was also present. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed proper ratio and capacity was being followed. Facility hours of operation are Monday through Friday, 7:00 AM to 5:30 PM.

A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: master bedroom, bedroom #2, garage, and side yards. Licensee acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. LPA observed stairs to a loft in the living room to be barricaded according to regulation. Licensee stated that she is no longer using the pond in the backyard. LPA observed it to be emptied and barricaded so that it could not collect rain water. The backyard is fenced.

LPA reviewed four children’s files which were observed to be complete. Required postings and the children’s roster were observed. LPA observed infant sleep plan (LIC 9227) and 15-minute observation checks for napping infants. Licensee tracks 15 minute sleep checks in the Bright Wheel app. The facility has record of conducting fire drills at least every 6 months. The last fire drill was conducted 5/8/2024. Licensee’s CPR/First Aid card expires 1/2025. Licensee’s Mandated Reporter certificate expires 2/29/2026. Licensee understands that trainings must be completed every two years.

LPA verified that the annual fees are current. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days. Based on the inspection, no citations have been issued. Exit interview conducted and report was reviewed with the licensee Christine Larson. During the exit interview, the Licensee Christine Larson, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Appeal Rights were provided.
