On August 6th, 2024 Licensing Program Analyst (LPA) Mandie Goodwin met with Licensee Davena Casey, for the purpose of an unannounced required 1-year inspection. Also in the home were 2 other adult assistants. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed there were eleven daycare children including one infant during inspection. Facility days and hours of operation are Monday-Friday 7:30am-5:30pm.

Licensee guided LPA on a tour of the facility and a health and safety inspection was conducted in all areas accessible to children. The off-limits areas include the entire upstairs, laundry room, and garage. Licensee acknowledges that children may never enter the off limit areas. During inspection licensee requested to put the downstairs bedroom on limits for use as a diaper changing room. LPA inspected room and approved it for use. LPA observed the required postings, a fully charged fire extinguisher, and functional smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. Toxic and hazardous items are inaccessible to children and stored out of children's reach. Outdoor play space is fenced and in good repair. There is a hot-tub that is latched and locked on all sides.

LPA reviewed three children’s files, which were observed to be complete. LPA observed individual pack and plays for infants under 24 months and tight fitted sheets covering the mat. A current children’s roster was observed. Licensee has record of conducting fire drills at least every six months. Per record, last drill was conducted on 5/10/24. LPA provided and reviewed the Family Child Care Home Entrance Checklist. LPA discussed the requirement of renewing CPR and mandated reporter training every 2 years. LPA observed Licensee’s CPR which expires 1/14/2025. LPA did not observe a current mandated reporter for licensee or assistant. Licensee stated she is planning on taking the training. Mandated reporter training can be renewed at mandatedreporterca.com.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today’s inspection, a type B deficiency was observed.A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Davena Casey.
