Licensing Program Analysts (LPAs) Christopher Jackson and Salene Mayberry met with licensee Melissa Young for an unannounced random annual inspection and toured areas of the home accessible to children in care. The off limit areas are: downstairs laundry, downstairs guest bedroom, entire second floor and garage. Licensee acknowledged that children may never enter the off-limit areas. In addition licensee requested to make the backyard off-limits during today's inspection. The census included 15 children in care ages 4 months, 1.5, 2, 3, 3, 4, 4, 4, 4, 4, 4, 4, 4, 5, and 5 years of age. Also present was licensee’s husband. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.


LPA observed current CPR/First Aid certificates which expire on 4/23. LPA discussed recent changes in licensing requirements, including the posting of licensing inspection notices and reports and Parent Notification Requirements. LPA reviewed some children’s files. LPAs did not observed fire drills were conducted at least once every six months and documented.

LPAs observed that there were no hazardous items accessible to children. LPAs observed Fireplace which was screened. LPAs observed that cleaning materials were inaccessible. Licensee stated there was a weapon in the home, LPAs observed that the weapon was properly stored according to title 22 regulations. Fire extinguisher, dual smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. The backyard is fenced and gated. There is an above ground pool on the property which is completely surrounded by a see through fence that is at least 5 feet high.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPAs discussed the Mandated Reporter Training with licensee and the requirement to update the training every 2 years. B The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/. The training is currently provided in English.

LPAs checked facilities fees and confirmed that it is up to date.

LPAs provided the Community Care Licensing’s website www.ccld.ca.gov, so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current in regards to new regulations

Title 22 Deficiencies have been cited on the attached LIC 809-D. Upon receipt of Type A citations, facility shall post and provide copies of the LIC 809D for parents/guardians of children currently in care and for parents/guardians of newly enrolled children for the next 12 months. Facility must also keep the signed LIC 9224, Acknowledging Receipt of Licensing Reports LIC 809D in each child's files

Exit interview conducted and report was reviewed with the licensee Melissa Young. A notice of site visit was given and must remain posted for 30 days.
