On Tuesday, December 17, 2024, at approximately 12:00 PM Licensing Program Analyst (LPA) Josiah Gathing met with Licensees Susan Sparks-Fournier and Michael Fournier, for the purpose of a complaint investigation and to deliver findings. It was alleged that lack of supervision resulted in daycare child sustaining an injury and licensee yelled at daycare children. LPA reviewed interviews by Investigator Andrew Murrow from the Department's Investigations Branch and did not find them sufficient to fully prove the first allegation. Child stated in additional interview with LPA that adults in the facility are nice to the children. Staff stated in additional interview with LPA that staff do not raise their voice with the children unless there is an immediate safety risk, but staff never raise their voices in anger.
Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are unsubstantiated. An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days.
