Licensing Program Analyst (LPA) Gagandeep Singh met with both of the licensees, Elbert Turner and Angela Turner, for an unannounced annual inspection. The purpose of the inspection was explained. Licensee lives in a single family house. Upon LPA's arrival, there are eight children in care with both licensees. All adults living or working in the home have criminal background check on file. Licensee is operating within the capacity of this date. Licensee provides day care from Monday to Friday between 6:30 AM to 6:30 PM.

LPA inspected the day care areas with the licensee, Elbert Turner. Day Care Areas: On ground floor – Bedroom #1, Family room, Bedroom 2, Bedroom # 3, Bathroom in hallway and Backyard. Off limit areas: Entire second floor and Laundry room on ground floor. There is no pool, spa or any other body of water in the house. As per licensee, there is no firearm or weapon in the house. All the cleaning supplies, poisons and other chemicals are stored in off limit areas and are inaccessible to the children. Cabinets in the bathroom have child protective locks installed. All unused electrical outlets have child protective covers installed. The house is in good repair and free of hazards with proper temperature and ventilation. There are multiple smoke detectors in the home. There is carbon monoxide detector, working telephone and first aid supplies and fully charged fire extinguisher in the house. There is a variety of age appropriate toys in the house. LPA observed sufficient amount of cribs for the infants. Upon LPA's arrival, children were playing in the back yard. There is shaded area in the back yard. There are plenty of toys in the back yard. No hazard was observed in the back yard. LPA observed licensee has drinking water with water bottle in the back yard, as the children were playing.

During inspection, LPA reviewed facility records. LPA observed there is license and all of the other required documents posted in the day care area. Licensee has an updated children roster on file. LPA observed licensee has identification and emergency information form and immunization records for every child in care. Licensee has sleep log for the infant on file. Per fire drill log, last drill was conducted on May 01, 2024.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed L1 of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
