During interviews, LPA did not get any evidence that children’s needs are not met. During investigation, LPA did not get evidence to support that children remain in wet closthing for extended period of time. During the interviews, LPA did not get any witness of children causing injuries to other children, which were/could not be prevented by the licensee. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.
