On May 10th, 2023 at 10:35 AM, Licensing Program Analyst (LPA) Mandie Goodwin met with Licensee Anabel Gonzalez, for the purpose of an unannounced required 1-year inspection. Also present in the home was licensee’s assistant. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed 13 children in care at the time of visit, including 1 infant under 2 years old. Facility days and hours of operation are Monday through Friday from 7:15-5:30.

LPA toured the facility and a health and safety inspection was conducted in all areas accessible to children. The off-limits areas include the laundry room, garage, and entire upstairs. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a fully charged fire extinguisher, and smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. No bodies of water were observed today. Toxic and hazardous items are inaccessible to children. Outdoor play space is fenced and equipment is in good repair.

LPA reviewed all children’s files. LPA observed that some files were incomplete, including incomplete immunization records. LPA reviewed forms required for enrollment. LPA observed licensee’s CPR and First Aid card which expires 2/26/24. LPA observed a current CPR and First Aid card for assistant as well.

LPA discussed the requirement of renewing mandated reporter training every 2 years. LPA did not observe a current mandated reporter certificate for licensee or assistant. Mandated Reporter training can be renewed at mandatedreporterca.com.

LPA reviewed and provided the Family Child Care Home Entrance Checklist.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During today’s inspection, deficiencies were observed and are cited on 809-D. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted, appeal rights were provided, and report was reviewed with the Licensee Anabel Gonzalez.
