Licensing Program Analysts (LPAs) Kyrsten Williams and Amanda Sutter met with Director Josette King, for an unannounced annual inspection of this facility. Census included 10 children in care with 2 staff. Director picked up additional 8 kids around 2:30pm, and they were napping. Facility is operating within the capacity and in compliance with staff child ratio on this day. Licensee was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are 7:00 AM to 5:30 PM, Monday to Friday.

With the director, LPAs inspected the facility, including all activity and classroom spaces, restrooms, and outdoor play area. There are no pools, spas, or other bodies of water at the facility. The facility has at least one functioning smoke detector, carbon monoxide detector, fire extinguisher, and first aid equipment. There is a working telephone at the site. All the cleaning solutions, poisons and other chemicals that are dangerous to the children are stored inaccessible to the children.

Classrooms all appeared clean, including the carpets and floor. The play yard is free of hazards. All playground equipment and surfaces were inspected and are in good condition, with enough resilient material under climbing structures to absorb a fall. There are shaded areas for the children. The facility has age-appropriate furniture. The furniture is steady and in good repair. The facility has enough sleeping matts. The facility floor is in good repair and free of any hazards. All toilets, hand washing facilities are in working condition with proper sanitation in place. The facility provides breakfast and snacks. LPAs observed a posted menu and observed food stored at safe temperatures with labels. Uncontaminated drinking water was readily available to children both indoors and outdoors.

LPAs reviewed with Licensee the UC 311A, Records to Be Maintained at The Facility, for child's records, personnel records, administrative records, and documents to be posted. Children’s and staffs' files were reviewed. Each child's file had the required licensing documentation. LPAs reviewed staff transcripts and observed one staff caring for children is not qualified. LPAs did not observe current CPR and First Aid Certification or Mandated Reporter Training Certificate for either staff.

LPAs observed a current children's roster. LPAs did not observe a current fire drill log. LPAs observed all required licensing documentation was posted for parental review. LPAs observed that parents are signing their children in and out of the center.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPAs referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs discussed the safe sleep regulations with CDA and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed CDA of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
