Licensing Program Analyst (LPA) Kyrsten Williams met with licensee, Josette King, for an unannounced annual inspection of this preschool facility. Census included 11 children being supervised by 2 staff. Facility is operating within the capacity and in compliance with staff child ratio on this day. Licensee was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are 7:00 AM to 5:30 PM, Monday to Friday. LPA observed annual facility fees are current.

LPA conducted a health and safety inspection of the facility, including all activity and classroom spaces, restrooms, food service area, and outdoor play area. LPA observed the following documents are posted where visible to parents: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Child Passenger Restraint Poster, waivers, menus, and daily schedule. LPA observed that parents are signing their children in and out of the facility via electronic app. Classrooms all appeared clean, including the carpets and floor. The facility floor is in good repair and free of any hazards. The facility has age-appropriate furniture. The furniture is steady and in good repair. All toilets, hand washing facilities are in working condition with proper sanitation in place. Bins for solid waste have tight fitting lids. The facility provides breakfast and afternoon snack. Uncontaminated drinking water was readily available to children both indoors and outdoors. The play yard is free of hazards. All playground equipment and surfaces were inspected and are in good condition, with enough resilient material under climbing structures to absorb a fall. There are shaded areas for the children provided by trees. All the cleaning solutions and other chemicals that are dangerous to the children are stored inaccessible to the children. There are no poisons on the premises. LPAs observed carbon monoxide detector, fire extinguisher, and first aid equipment. There is a working telephone at the site. There are no pools, spas or other bodies of water at the facility. There are no firearms or weapons on the premises.

LPA reviewed the UC 311A, Records to Be Maintained at The Facility, for child's records, personnel records, and administrative records. Children’s and staffs' files were reviewed.

Each child's file had the required licensing documentation including emergency card, consent for emergency medical treatment, admission agreement, notification of children’s and parent’s rights, health history, physician’s report, and immunization records. LPA reviewed staff transcripts and observed all staff caring for children were qualified. Staff have a current EMSA approved Pediatric CPR/First Aid certification. Staff all have current Mandated Reporter certificates and proof of immunization. LPA observed a current children's roster and a fire drill log.

All individuals subject to criminal background review have obtained criminal record clearance. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The director was informed of the www.MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
