25 | An annual required inspection of the facility was conducted by Licensing Program Analysts Mandie Goodwin and Jennifer Velasco (LPAs), who met with Licensee Nune Melikyan (L1). A review of staff records indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. L1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
During the inspection the home was toured inside and outside. L1 and an assistant (S1) were supervising four children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are 7:00 AM – 6:00 PM, Monday through Friday. The floor plan submitted by L1 was reviewed and verified.
The home has an unfenced front yard, four bedrooms, two bathrooms, kitchen with eating area, living room, dining room, two playrooms, family room, laundry room, garage, and fenced back yard. The off-limits areas in the home are the master bedroom and bathroom, first bedroom, laundry room, fenced side yard, and garage. L1 stated she renders those areas inaccessible by use of door locks and supervision. The backyard is fenced and gated but is currently off limits. Applicant stated there are no weapons in the home. LPAs observed a dry water fountain in the front yard. L1 stated that she drained the fountain but will fill the basin with river rocks to the water level if she ever refills it. LPA observed a working smoke detector, carbon monoxide detector and fire extinguisher, rated at least 2A10BC, in the home. LPAs observed a fireplace, screened to render it inaccessible to children in care. L1 stated it is not used.
The home was observed to be clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home.
