On January 3, 2024 Licensing Program Analysts (LPA) Lea Habtom made an unannounced inspection to the facility. The purpose of today’s inspection is to close the complaint investigation. LPA met with the licensee, Emilia Valencia, to close the complaint. There was a census of the 2 preschool children being supervised by the licensee. All staff present today have been fingerprint cleared and associated to the facility.

Infant in care sustained unexplained scratches

During the investigation, LPA Habtom conducted interviews and observation regarding the allegation that the infant in care sustained unexplained scratches. LPA Habtom received conflicting information from interviews with the reporting party, the licensee and the assistant. LPA Habtom was unable to gather enough information to validate the allegation that infant in care sustained unexplained scratches therefore the allegations is to be UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

Licensee overfed infant in care

During the investigation, LPA Habtom conducted interviews and observation regarding the allegation that licensee overfed infant in care. LPA Habtom was unable to gather written direction that specified how much to feed the infant to prove if the infant was overfed therefore the allegations is to be UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

Licensee did not maintain a comfortable facility temperature for children in care

During the investigation, LPA Habtom conducted interviews and observation regarding the allegation that the licensee did not maintain a comfortable facility temperature for children in care. Based on LPA’s observation the home was warm, and the thermostat was set at 72. LPA Habtom was unable to gather enough information to validate the allegation that licensee did not maintain a comfortable temperature when the child was in care therefore the allegation is to be UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

No Title 22 regulations were cited during today's inspection. This report was reviewed with licensee Emilia Valencia. A notice of site visit was provided to be posted for 30 days. Appeal rights provided.
