13 | On June 13, 2022, Licensing Program Analysts (LPA) Gagandeep Singh and Mariya Melnichuk met with Licensee, Katie Davis to deliver complaint finding for the allegation mentioned above. During today’s inspection, LPA observed care and supervision of nine children supervised by Licensee Davis and helper.
The investigation was conducted by LPA Washington. Reporting Party alleged that drinking water was not readily available to children in care. During the complaint investigation, LPA Washington conducted interviews with Licensee, staff, parents of currently enrolled children, made observations and also reached out to the food program Licensee is affiliated with.
Licensee stated that each child in her home has a color-coded bottle and children have access to water and other drinks at all times. Licensee stated the only time they try to lower water intake is during meals. Licensee explained that at times, some children fill up on water prior to eating and after have a hard time finishing their food which makes them hungry quicker. All parents interviewed reiterated that each child has a color- coded water bottle and they do not have any concerns regarding insufficient amount of water or food served to children. Although the alleged violation may have happened or is valid, the preponderance of evidence standard has not been met to fully prove or disprove that the alleged violation did or did not occur, therefore, it is unsubstantiated. This report was reviewed and discussed with the Licensee. Notice of site visit posted and appeal rights were provided.
