At 9:00 AM on February 22nd, 2023 Licensing Program Analyst (LPA) Mandie Goodwin met with Director Jenny Read for the purpose of an unannounced 1 year required inspection. Director guided LPA on a tour of the facility, at which time a census of seven infants supervised by three staff was observed.
LPA observed that each child had a Needs and Services plan. LPA observed an Individual Infant Sleeping Plan (LIC9227) for each child under 12 months of age. LPA observed documentation that sleep checks were being conducted by staff every 15 minutes for all children under two years through the Brightwheel app. Bottles and baby food were kept in refrigerators inside the classrooms and were properly labeled with the child's name and date. All furnishings were in good condition. Infant diaper changing area is clean and within arm’s reach of the sink. There is a mat for the changing table with a vinyl surface that is at least 1 inch thick and has raised sides. Toys are appropriate size with no small parts for the safety of the infants.

The infant classrooms appeared clean including the carpets and floor. Chemicals and cleaning materials were kept inaccessible to children. Playground equipment and surfaces were inspected and are in good condition. There are no firearms or bodies of water on the premises and the facility has at least one functioning smoke and carbon monoxide detector. LPA observed that the appropriate postings were visible to parents and children were signed in and out of the center through the Brightwheel application.

All present infant staff files were reviewed. LPA reviewed staff transcripts and observed all staff being utilized as teachers were qualified. LPA observed a current Mandated Reporter certificate for each staff, and director was reminded the certificate must be renewed every two years. LPA observed proof of immunizations for the staff and all required documentation was present in the files. At least one staff had a current Pediatric CPR and First Aid certification. LPA reviewed a sample of four children's files and observed them to be complete.

This facility uses boxbeds instead of cribs and has a waiver on file. LPA observed sleep sacks and advised director that a waiver or exception would need be needed for sleep sacks to be used. Continued on 809-C

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA discussed Assembly Bill 2370 which requires that all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 must have their drinking water tested for lead and post the results by January 1, 2023 and every 5 years after the date of the initial test. For a license issued on or after July 1, 2022, the CCC must have its water tested and post the results within 180 days of licensure.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual-Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided an updated Plan of Operation that includes IMS must be submitted to the department. Director was encouraged to the visit the Department's website at WWW.CCLD.CA.GOV for information regarding child care updates, PINs, forms, regulations and legislation pertaining to child care centers. No citations were issued based on today’s inspection. Exit interview was conducted and report was reviewed with the Director Jenny Read. A notice of site visit was given and must remain posted for 30 days.
